25. If this view were adopted, it might be thought right to cancel the last sentence in Clause 4 of the Minute, and to substitute some such Clauses as the following.
In particular case
"Unless in any the Secretary of State for the Colonies shall otherwise order, no retiring allowance shall be granted in the case of any person whose whole time is not required for the public service.
If a retiring allowance should in any such case be authorized, the allowance for professional or special qualifications (Clause and the allowance of fees (Clause) for the same shall be excluded from the computation.
In the case of 'professional officers whose whole time has not been required for the public service, but who may retire on abolition or reorganisation of Office, Compensation allowances may be granted at reduced rates as the Secretary of State for the Colonies may see just 'prescribe.'

Whenever any officer holds an office requiring him to give his whole time to the public service, for the fulfilment of the duties of which professional or other special qualifications not ordinarily to be found in the public service are necessary, a number of years not exceeding five may, at the discretion of the Secretary of State for the Colonies, be added to the number of years during which he shall have actually served, provided: - that no addition be made extending the actual term of service beyond 35 years."
